A native Buckeye, Frank grew up in Euclid, Ohio. He attended Otterbein College in Westerville, Ohio and graduated from Case Western Reserve University with a Bachelor of Science degree. He then went on to further his studies by earning his Doctor of Dental Surgery degree from Case Western Reserve University School of Dentistry.       Upon completion of serving as a Captain in the United States Air Force and receiving several distinguishing awards, he practiced dentistry in Solon and Aurora, Ohio for many years. As an active community member he served as President of both the local Jaycees and Rotary Clubs and was then chosen for "Who's Who in the Midwest" as well as "Outstanding Young Men of America", In addition to his membership in the American Dental Association, Ohio Dental Association and Cleveland Dental Society. Formerly of Pepper Pike and Aurora, Ohio, Dr. Spino and his wife, Arline, also with Rose Bay, have recently relocated to Palmetto from Longboat Key. Dr. Spino is a member of Bradenton Country Club, the Bradenton Yacht Club, Terra Ceia Bay Golf and Country Club and St. Mary's Episcopal Church. He also continues to volunteer his services of Oral Surgery each week at the Senior Friendship Center in Sarasota.        Dr. Spino has years of expertise in owning and managing his own personal and commercial properties and buildings as well as handling their daily operations.
